30 years after the end of Cold War, bipolar structure still dominates in nuclear sphere, although certain powers are closing gap with Russia and United States terms strategic arsenals system world politics general is moving towards polycentrism. At same time, as US-Russian relations continue to deteriorate against backdrop ‘Ukrainian crisis’, prospects for dialogue expiration Treaty on Measures Further Reduction Limitation Strategic Offensive Arms (New START) becoming increasingly vague.
